Considering that your rank is 1239 you don't have much chances for admission in Regional Centres of Panjab University.
The seats have just recently been increased but only in UILS and not the regional centres.

In Pu ballb students under rank 540 are asked to attend counseling on but they didn't mention ballb or bcom rank as both ranks are differ

All candidates with ranks under 540 in each merit lists for BCOM LLB and BA LLB separately have ro report for the counselling. If your rank is under 540 in the BA LLB list but above 540 in BCOM LLB you still have to report to the counselling
