To predict whether you will definitely get a seat in a college is an uphill task as cut-offs for colleges change every depending upon several factors such as-
• Number of applicants in NEET exam
• NEET question paper difficulty level
• Score of the candidates in NEET 2021 result
• MBBS/BDS seat matrix 2021
NEET 2021 Cut-off goes like :-
• General /EWS- 50th percentile
• SC/ST/OBC - 40th percentile

It's quite difficult to predict that whether you will get seat or not as cut off marks/rank for medical colleges keeps changing every year depending upon various factors. As you mention with 465 marks in neet and you are from ews category it is very difficult to get seat in government college. You can try for private college.

Government Medical College (GMCH), Chandigarh, in 2018, had a cutoff of 637 for General Category and in 2019, it had a
rank
cut-off of 360 for Unreserved Category. In 2020, it had a General Category cut off of 653.

See,as of now it's very difficult to predict the exact cut-offs as they keep changing every year depending on various factors like no. of students appeared, difficulty level of the question paper ,seat matrix and overall performance of the students . But we can have an idea of your probability of getting selected into your desired medical college based on previous year's cutoff scores and ranks through State quota .
The NEET 2020 closing AIR for GMCH, Chandigarh through All India Counselling was 16444 i.e. a score of around 610 .
The cutoff of the same college through through State quota counselling for a female belonging to SC category was a score of 424 and a closing AIR of 158937. So, it seems it's not poy for you to get a seat in GMCH, Chandigarh.
As far as your second question is concerned,yes you need to participate in the All India Quota Counselling for getting admission into the colleges of other states and there are no other ways through which you can do the same .
This year too ,the cut-offs are expected to remain somewhat similar to last year's but a slight variation might be seen.
