It is difficult to predict cut off for a particular college or course since it keeps on changing every year. However looking at previous year's cut off trends candidates from OBC category required minimum 450-400+ marks in NEET to get admission through government quota. With the marks you have mentioned above it can be really difficult for you to get admission in MBBS. However you can try in private colleges through management quota, since for management quota all the colleges have different cut offs. You can also try other courses such as BPT or BPharm or else you can try harder next year for admission in MBBS.

No, Seats in GMCH Chandigarh don't come under state counseling of Punjab. The college conducts counseling for MBBS seats it offers on its own.
