Yes you can take admission on merit basis.Earlier for admission to BA English university used to conduct CATE exam but it scraped off in 2013 around.This year also there will be no cate exam.Admissions will be on merit basis this year as well.

They shall secure a minimum aggregate of 60% in Physics, Chemistry and Mathematics. They must have passed English as a subject of study in the Senior School Certificate Examination

According to the previous year cutoff, chances are less for admission to Hansraj College in B.Sc (H) Mathematics.

However, cutoff vary every year. You can try for admission in other college of Delhi university.
