No, there is no such reservation for All India quota. Coming to your second question, yes you can get CS in MIT WPU with 707 rank but you have to be patient about it because you might have to wait till 2nd or 3rd round. Keep your other options

There are two main eligibility criteria to get admission in mit Manipal. 

1. Students must obtain atleast 50 percent in physics, maths and an extra subject in the 12th boards

2. Students must obtain atleast 50 percent in the entrance exam

But, it is too less to secure seats in highly reputed colleges like anna university & madras institute of technology.
