As you mentioned your GATE 2019 score 430  so it's difficult to get into IIT but you have chance to get some NIT's if you belongs to OBC,SC,ST category . There are some NIT's where urban planning M.tech course offered like NIT Surat, NIT Vijaywada, NIT Nagpur, NIT

HiHo you are doing well coming to your question I will say it will be sad news for you as MIT (Madras institute of technology) don't offer lateral entry courses .You can try in any other  colleges.
