Coming to your question it seems difficult for you to get bce bhaglpur or not Muzaffarpur at this rank in the first round of counselling , but at last round you can get mit Muzaffarpur but not bce Bhagalpur ,

But yes at last I will say you that yes hope for the best .

Yes you can go for any one of the college you have stated. your rank makes you eligible for it. you can go for technical branch also If you are interested. Better to find your interest and select it as your career and go for it. Electrical branch also has high demand and high scope to create a better career.

Now talking about government pharmacy institute gulzarbagh, you do have a Chance to get admission in the college using your category rank.

However bce is given a preference over MIT. So now should think of the branch that you want to go. Because the branch will only decide your fate in the future now.

You can get electronics and communication engineering branch in these colleges. This year the cut off rank in UGEAC for PCM group is 9281. For MIT Muzaffarpur the previous year cut off rank was 5753. For IT it may vary a little. Considering this you have a decent rank to take admission in your desired College. As the EWS category introduced from this year it is little difficult to predict the cut off rank.
