I would recommend you to go BCE because of the first thing is that I am a BCEIAN & during my college time BCE is preferred over MIT Muzaffarpur. Nowadays BCE has another advantage over MIT is that the IIIT Bhagalpur is also there on the same campus

But yes there stays a chance of getting civil, in 2nd counselling in either of the college .

as per the previous years cutoff you have no chances in bhagalpur engineering college in civil engineering branch. last years closing rank was 1000+.  and madras institute of technology recruits btech admission through tancet exam.

Your UGEAC rank in General as well as EWS rank is good so you have pretty good chance of getting MIT through your EWS rank. In past approx 2300 was for ECE

 So you have quite good chances of getting into MIT through your UGEAC Counselling.
