As you've stated your son got 476 marks with OBC category which is a quite good score so yes definitely you have good chances of getting an government seat but also it depends on some of the criteria like the cutoff etc. So you could try your luck as you have good chances.

Considering the cut off in 2018 you may not get seat in CSE, ECE, EEE in Andhra University but you may have chances of getting seat in Chemical engineering and Ceramic Engineering, Metallurgy, Instrumentation and Geoinfomatics in AU, Vizag. And in JNTU, Kakinada you may have chances of getting seat in Petroleum Engineering, Mechanical and Chemical Engineering.

In 2019 a candidate belonging to ST category with rank 11571 secured seat in Computer Science Engineering in Andhra University, Visakhapatnam.Considering this the chances are less to get seat in this university. Cut off is subjected to change, it may increase or decrease depending on number of candidates qualified, difficulty of exam and number of seats available etc.

Based on the rank you scored and taking your category into consideration, the chances of getting cse, ece at Andhra University are very low. The cutoff for general category is observed at below 1000 for cse and 1300 for Ece. Even with the ews applied ,if may not be possible.
You can opt for those while choice filling, there is nothing wrong in trying :)
