Yes, your SC category certificate is absolutely acceptable because as you mentioned in your query it is issued by tehsil authority. So I am assuming that this tehsil is of the state Uttar Pradesh then that would not be a problem and the reason is that Varanasi and Tehsil both are cities of the same state. Incase you apply out of your home state then you need to get a category certificate issued by the central government.

And the validity is up to 3 years and after that you would have to renew it again.

Your chances for admission are little less if you are a male as the usual closing ranks of AP LAWCET for male BC-D for Andhra University are below 950.

But if you are a female BC-D category candidate then your chances are high as the closing rank then is within 4400.

According to 2019 the cutoff for OBC category was around 141 and 144 and that too in the rounds 3 and 5. So it's difficult to say if you will get the main campus or not.
