It's a really tough question to answer probably because both universities are best in their own ways. I can only compare the both universities so that we might a conclusion.

• In JNTU-HYD, if a student secures more than 70% it's awarded with the highest grade i.e A+ but in OU a student can get easily around 85-90%.
• The syllabus pattern of JNTU-HYD changes every 2 years with proper effect on subjects by upgrading with the latest topics but OU syllabus changes hardly once in a while say 10 years. The students has to follow same old text books with same old syllabus.

Yes, you will get CSE branch in JNTU ,karimnager and jntu sultanpur.if you have passed 12th with pcm , you are definitely eligible for CSE  .

Last year 1328 is the cutoff for jntu CS branch for BC-E boys. For 20415 it is very difficult to get jntu but you may get MET branch in the same college. Go through this link for details -

Based on previous years cutoffs ,if you are from general category you won't be able to get seat in CSE in JNTUH with your rank, As the previous years cutoff for OC boys is rank of 489. If you have category of BC-A, BC- E ,SC,ST then you stand a chance to get seat.
