Hello Sai Krishna, no, you won't be getting your refund back because you have participated in 2nd round and you were allocated a seat. You could have got a refund in case you didn't get any college during counseling. It doesn't matter if you report to college or not, what matters is that you were allocated a college, so the used the service, hence you won't get your money back.

This mainly comes down to your interest.
Comparing the colleges, both colleges are decent in their own aspects.
NIT Meghalaya is relatively newer, however being an NIT, you will be receiving good academics and placements there.
Bennett Uni. is also not behind in terms of infrastructure, decent academics, etc.
So, basically it comes down to your interest, whether you want to pursue CSE or you have interest in ECE subjects.
You could google some reviews about both colleges to get a better idea about it.

The following steps are to be taken to apply for the special round of josaa:
Step 1: you will have to register online on the csab portal csab.nic.in as per the schedule and upload all the necessary documents such as mark sheet, category certificate etc.
Step2: then you have to pay the special round participation fees.
Step3:online choice filling and choice locking
Step4: seat allotment
Step5:reporting at the concerned Institute

It's highly advisable to try for the special round but it's not advisable to completely rely on it. Because spot round's closing ranks cannot be predicted. Sometimes there might be a 5k difference in closing ranks too. Sometimes there might be a difference of just a few hundreds. So we can't predict.

Seeing your score and previous year cuttoff of NIT MEGHALAYA,you seems to have decent of getting CSE stream in it.You can get CSE stream in special round or may be 6th to 7th round.

Students from Assam do hold a native domicile of the state and state reservation also persist there as well. So its not obvious but probably you may get a seat under the same quota. Branch of your choice may be a factor of hinderance, otherwise just wait for the proceedings to begin.
Our college infrastructure was more than adequate, and we had all the facilities we needed on campus, including computer labs, a workshop, and a library. The hostel was very nice, with good maintenance, and each room had only two occupants. We enjoyed our B.Tech days very much.
The college has a good environment, and public transportation is nearby. However, the grounds are too small, with only limited playing equipment, and sufficient only for parking and roaming. The lab facilities are good, and the computers work properly. Only three events happen each year.
