And, If you have completed your schooling in puducherry then your homes state NIT is NIT Puducherry. But if from Tamil Nadu other than puducherry than it will not be considered as your Home State, Now Coming to Closing Rank:

Well to answer this first let’s lookout of few points,
• CSE at Nit Puducherry started within the year 2010 where because it is started in IIITDM K as Computer engg. in 2007 which they're gonna change as CSE from subsequent years.
• Curriculum is sort of good in both the institute and faculties are experienced(I will say IIITDM has better faculties just don’t argue with them).
• Both are new institutes and infrastructure wise IIITDM is currently in better position as NIT Puducherry has recently shifted to its permanent campus.
• Placement wise both are average. I can say about IIITDM, if you've got decent cgpa (Preferably >7.5) , you'll be allowed to take a seat altogether the businesses . in fact afterwards your skills and knowledge matters to urge placed somewhere.
Apart from all this, you will get enough time to explore yourself and you will get ample opportunities if you're sincere.

I would acknowledge that you can qualify but on a condition, you should belong to the home state, because there are huge differences in the cutoffs. The cutoffs for the previous year, for all India were at about 4500 while home state cutoffs were at 20000. Check the link down below for a detailed elaboration of the cutoffs.

Priorities of colleges which are better are:
Nit Warangal > Iiit kanchipuram > nit puducherry
While in courses it will be ece >eee > biotechnology
But when going with ur specifications and viewing average package,the order will be:
1.iiit kanchipuram ece
2.nit puducherry Eee
3.nit Warangal bt
And it solely depends on your passion for that subject too!

This college has good infrastructure and all necessary things. Among other new nits, this nit has a permanent campus and developing at a very faster rate. But one disadvantage is there is no single tree in whole campus.
Since it is a new nit, things are still being built here but at a faster rate..And basic things like classroom,library,laboratory,food, wifi are present..And A.C.'s are there for first year's new boys hostel..
As a new NIT that got started on 2009 and just moved to permanent campus 3 years ago the college infrastructure development is next level. Labs, classrooms and hostels are there - most new NITs don't have permanent campus. Sports facilities are improving starting from volleyball, basketball and badminton.
