NIT Sikkim is one among the all NITs. So It is also a autonomous institute of Government of India. It was established in 2010.

No NIT Sikkim is not worst. It is best if compared with any other private college or many government college funded by state government.

Well, the perspective differs from person to person.. According to my point of view NIT Sikkim would be a better choice for CSE branch.. 

The faculties are good and focus on providing quality education to the students.. Most of the Faculties are highly educated.

The fact whether you will be able to get a better college in the further rounds of counselling will depend on your rank and how you have filled the choices in the JOSAA choice filling. These factors will decide whether you will be able to get a better college in

If in the choice filling hierarchy, you have applied for NIT SIKKIM CSE before NIT PATNA ECE , then there are chances of getting it in consecutive rounds of seat allocation after you have applied for the float option, else not.
