As you have mentioned that you have secured 9.2k rank in ap EAMCET and taking into consideration that you are from bc-d category so let me tell you that as per my knowledge you have fair chances of getting biotechnology branch in government colleges.
Furthermore , the cut offs depends on certain factors like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

It is difficult to predict the exact AP EAMCET rank because it depends upon too many factors. According to you, you got 5000 rank in AP EAMCET 2021 . And you are belonging to OC category. There is tough chance to get admission in Shri Venkateshwara University College Of Engineering, Tirupati for mechanical engineering. But you cannot get admission to Shri Venkateshwara University, Amroha for mechanical engineering because it does not accept the AP EAMCET score.

The cutoff trends changes every year and it depends on the number of students appearing in the examination, difficulty level, number of available seats, etc. Getting a CSE seat is becoming hard as there is huge demand.
The opening rank for Computer Science Engineering (CSE) Branch at Sri Venkateswara University, Tirupati was 592 for the year 2019. Closing rank for the same was 1906. The above mentioned cutoffs are of AP-EAMCET examination and for General/Open Category male candidates.

The svu is accrediated NAAC 'A' . AICTE Approves . For M.Tech ins geotechnical engineering Total fees is INR 81,400 and it isa 2 years course and course level is pg. Graduation eligibility must be 50 % .
AP PGECET application forms are available from 19 th july to 19th august without fine.
20 th August to 26 th August with fine of Rs.500
27th August to 31st August with fine of Rs. 2000.
Medium salary is 4.5 lakh .

Yes, you may get seat in a college in SVU region even if you belong to AU region but it depends on the total number of candidates applied, total number of seats available, category of the candidate, preferences of college and branch, rank of the candidate and other such factors. It is not mandatory that one should get seat in a college if you have scored more than the cut off marks, not only cut off marks but the other factors mentioned above are taken in to consideration to allot a seat.

All these college are good. But if we compare all the colleges there is a slight difference. AU is best for MBA. Its All India Rank is greater than Other Colleges. AU has good Infrastructure. Facilities of AU is Great. Faculty are well- experienced and friendly in nature. Placements of AU are best. Many Good companies are visited in AU for placements. Around 90% students placed through AU University.

The facilities and infrastructure of this college are very good . good labs for practicals and clinics and a well-stocked library with a huge collection of books. All the classrooms are fully equipped with high class infrastructure such as Wi-Fi and digital smart rooms. In sports, every sport is available there like cricket, basketball, lawn tennis, etc.
The infrastructure of Shri Venkateshwara University is accessible, but it still needs improvement. BCA Building was very basic and had enough sitting arrangement, but no amenities such as air conditioning. Library provides a quiet study atmosphere, but more books on technology are required. The campus environment is peaceful and has enough greenery, so one can attain a smooth temper while sitting in the campus. However, stronger facilities coupled with better improvements would describe the scene ????
College Infrastructure is mainly average and looks just for show purposes. Labs lack the basic equipment; however, overall facilities should increase more to make the learning experience better. The hostel facilities are low, especially the food that makes it an uncomfortable stay. You experienced it personally for two years.
