Kindly mention your category then I can tell you better about the chances. However, if you belong to DGEN category then chances are average for admission, based on the previous year cutoff but you can try for admission.

through all India quota you won't be able to get a seat . But maybe through the state quota that too the chances are very less . You'll get a bds seat for sure . And once again all of this depends upon th state you are from and
See the cutoff suggests you have qualified NEET UG. But after the counselling you can only know if you could get a govt college, because that's totally dependent on it.
