I got your question but it's very confusing, let me clear you some points here, if you are taking Admission in NSCB Jabalpur in Round 1 and showing your willingness for Upgradation in Round 2 hence you are Participating in Round 2 of All India Counselling, but in parallel you are also Participating in State Counselling, if you got BSA Delhi in Round 1 of IPU Counselling, you will choose IPU Over NSCB Jabalpur, for that you have to withdraw your documents from NSCB Jabalpur and you will be exit from All India Counselling after that you will submit your Documents in Dr BSA Delhi. Hence you have chosen State Counselling over All India Counselling.
After that if you are interested in All India Counselling Round 2 then you can participate in Round 2 and if you got VMMC in Round 2 then you just need to Withdraw your Documents from Dr BSA Delhi. As far as I know this is Allowed and you can do this if you got a Seat in VMMC in Round 2, you are just taking exit from Round 1 of State Counselling to go in Round 2 of All India Counselling, I will advise you to Call on MCC Helpline Numbers given in the "Counselling Scheme" brochure on the MCC website. Also if you are going with Dr BSA Delhi then talk to Nodal Officer present in Dr BSA Delhi regarding this issue, if he permit you for Round 2 of All India Counselling then you can withdraw your documents from Dr BSA Delhi.

see there is separate qualifying marks for candidates of each category. so if you got the qualifying score or marks above the qualifying score as per your category, you can definitely apply for state counselling as per your domicile criteria as well as All india quota counselling. the category wise qualifying score is as follows,
General 720-147
General-PH 146-129
SC/ST/OBC 146-113
SC/ST/OBC-PH 128-113

If you are under general category, then this mark is not enough to qualify neet examination. Therefore you won't be able to get admission in any government or private institutions for mbbs program.
Neet qualification is the eligibility criteria to apply for counselling and thus your chances for mbbs admission is really low.
Thus you really have no chance to get mbbs admission at lhmc with this score.

Currently only the colleges of Karnataka, Uttarkhand and Himachal Pradesh have reservation quota for Kashmiri migrants. In Karnataka MBBS colleges, Kashmiri migrants will have one seat reserved. In order to apply under this quota in the colleges of these states, you must produce migration certificate issued by the DC of the state, or the District Magistrate.

You have not mentioned the category you belong to, so I am assuming you from general category
It's quite difficult to predict that whether you will get seat or not as cut off marks/rank for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with 626 marks you hold a chance in Lady Hardinge Medical College, New Delhi

As per need college infrastructure and facilities are ok. Classrooms are fully air conditioned. Laboratories are good and equipments are also well available. Library, hostels,etc. are good but food facilities are little bit need to be improved.
LHMC is a nice college. It has all the necessary equipments and facilities. Our lecture theatres are well maintained and according to the latest technology. The best thing about the college is its auditorium.
On entering the campus one only sees a lot of buildings everywhere. They were built a very long time ago and has historical importance now. The main mata ki murti is the highlight of the campus. The living space is very clean and the mess food is very hygienic and tasty.
