There is no such difference between the Andhra University(AU) department of Computer Science and Systems Engineering(CSSE) and CSE (other universities). This is said with respect to the syllabus used for BTech in CSE. It has almost the same syllabus as other universities providing CSE. It is assumed to be named like that because computer systems engineering degree divides the focus evenly between high-level and low-level programming. Also Department of Computer Science and Systems Engineering of AU offers B.Tech in Computer Science and Engineering, M.Tech in Computer Science and Technology, M.Tech in Information Technology, M.C.A, and Ph.D Programmes in Computer Science.

Andhra University, College of Engineering [AUCE], Vishakapatnam's fees for B. Tech program is 10,000 Rupees for First Year. This is only the tution fees and there might be extra fees like College Development Fees, Training and Placement fees, etc. 10,000 is the tution fee for B.Tech, B.Arch and BE programmes offered at the university.

You haven't mentioned your category but the cut off rank is category specific. In 2019 the cut off was as follows for admission to B.Tech Metallurgy in Andhra University
Assuming that you belong to general category you need to secure a rank around 15000 to have decent chances of getting seat in the preferred branch in Andhra University. Cut off is subjected to change, it may increase or decrease depending on factors such as total number of candidates appeared, difficulty level of examination and total number of seats available etc.
To get admission in andhra university you will have to give PGECET Exam.You will have to qualify AP PGECET 2021 and score above 25% marks to get a rank. As per your query for NATA exam you need to score 80/200 to be eligible for architecture. if you pass the cutoff you will be able to get a seat in any college of your choice but in NATA there is no common counselling and you need to apply to various colleges one by one. On the basis of number of seats available and number of applications they will create their own merit list and accordingly you will get admission. As per the 2019 NATA regulations you have to get a minimum of 50% Marks in physics, chemistry and mathematics and an aggregate of 50% in board examinations. CUT off scores vary every year based on the number of candidates and number of seats available. Try to score above 90 in NATA and keep a good score in your board examination.

In AU campus the AP-EAMCET Cut-Off of the previous year was-

This can be said based on relevant factor which you are considering. But as per the facts available, no Andhra University standards aren't decreased. The infrastructures are developing and the authority is trying to maintain the institutes infrastructural growth. Apart from this there are more research oriented teachers than before in the university. Hence it is expected that the rate of research from Andhra University is going to increase in the near future. So everything is on a rising scale and there are no serious downpour.
