Yes you can definitely get seat in Andhra University in most of the branches. It would have been helpful if you would have mentioned your Category and stream of interest.
Nevertheless, last year's cut off by rank for general category students for the following branches were :-
CSE - 8593 , Chemical Engineering - 104889, Electrical and Electronics Engineering - 64590, Biotechnology Engineering - 22147, Electronics and Communication Engineering - 60582, Mechanical Engineering - 86006, Civil Engineering - 62284.
Although cut offs may vary this year due to changes in the number of candidates appearing for the entrance, total number of candidates qualifying the entrance, difficulty level of the exam, last year's cut off trends etc. , but your chan seem very high for admission in any of the branches.

An All India Rank of 157437 was the cut off for AU Female ST Category for MBBS in 2019 for AP State Counseling. For General, the cut off rank was 149673. Your rank with 395 marks will be somewhere at 198000-200000. If we go by 2019 data, your chances of a seat in MBBS under Government Quota in Private Medical COlleges is difficult. You can get a Management quota seat in State Counselling. This is particularly about AU region. For SVU area, 140072 was the cut off rank. Comparing with previous year's cut off by rank, you have fair chances of admission in AU College of Law for three years L.L.B. course.
The cut offs from previous years was about 140 for open category in the first round. Cut offs may vary slightly this year, still your chances seem fair.

Both JNTU kakinada and Andhra University are the top colleges in Andhra Pradesh.
Chemical engineering and instrumentation engineering are different in their fields.
As per placements packages core companies would be visiting less and many of the students irrespective of branch learn coding get placed in software companies
Either of the option would be good and it depends on your interest.

Based on your rank it is slightly difficult to get into Andhra University as there would be a tough competition to get into that college
You can also try for other good government Colleges like svu,jntu Ananthapur etc
But fill the application based on your preference irrespective of cutoffs as they tend to change every year based on various factors

Seems like that have you have mentioned your AUEET state category rank, now with respect to the last year cutoffs, you have good chances for CSE seat in Andhra University. Now cutoffs change every year, wait for the cutoffs to be released.

The college also has several well-maintained auditoriums and seminar halls, where guest lectures and events are regularly held. In terms of recreational facilities, the college offers a gym, sports courts, and a student activity center. While the overall infrastructure is excellent, the college could improve its parking facilities, as space can be limited during peak hours.
college has all the infrastructure, facilities and well equipped labs. campus has wifi, smart classrooms, projectors, practical knowledge labs and classrooms. living space is clean and food is hygienic also
College has some better infrastructure facilities like clean and neat campus, good buildings and classrooms etc. Even though the classrooms are yet to be improvised with modern updations like projectors. Campus in not wifi enabled
