For the Kongu Engineering college, the cutoff for genral category is 44-10124. If you have the rank in the range then for sure you can go for the college. If not you can choose for other courses and apply for them too.

for OBC the rank range is:- 10133-10574.

No! You have no chance of getting Anna University. For south category students anna university has only 12 seats. It provides only one seat for each department. So, you should get a full marks in groups then only you have a chance of getting into it. It is not possible

Since you have not mentioned the name of the exam in which you have got the rank , I consider the exam to be TNEA .And considering your overall rank, you do not have any chances to get a seat in Madras Institute of Technology for ECE or IT branch
