No u cant get any gov clgs. U can try for anna univ regional campus, trichy, Coimbatore, tirunelveli ,madurai as u belonged to Mbc.

I am sc candidate my cut off is 156 can I get admission in Madurai govt engg college

As you have mentioned that your cutoff is 156 and you fall under SC category.
I am not able to recognize whether 156 is your cutoff marks or cutoff rank. Nevertheless, i will explain this with both the aspects.
TNEA Cutoff for 2019 has not yet released. Meanwhile, looking at previous years cutoff for TCE Madurai. Lets assume 156 as your cutoff marks:
In this case your chances to get admission in TCE Madurai is almost negligible, because last year's cutoff marks were 225 which are not u der your eligibility criteria.
Now, the 2nd case, let's assume 156 as your cutoff rank. In this case you have very good chance to fetch a seat in TCE Madurai, because last year's cutoff rank for this college was 2058 according to which you have a great rank to grab a seat....
