Your score is pretty low to get into Civil in any of the top notch colleges affiliated to Anna University. There is almost no chance to secure a seat in MIT, PSG university of Technology, SSN institute of Technology, Alagappa College of Engineering, Anna University, Chennai; Anna University, Tiruchirapally. If you're really interested and determined to stick to Civil Engineering, you would be getting into any of the mediocre colleges with your score.

If you are particular about the branch, trying for mediocre colleges can help you.

CSE in Ramaiah will be difficult but you can get Civil.

The Rank is calculated on the basis of COMEDK Cut off data of previous 

year, current session difficulty level in the exam paper, the total number of candidates taken the exam and seats in colleges which accept the COMEDK. The rank range differs according to state, category and selection criteria. Open and 

Reserved quota rank range is different with different colleges.

OC - 194

BC -190–192

BCM - 188–190

SC/ ST - ABOVE 186.

If you are from general category then it is difficult for you to get Anna University.
