Yes you will have a slight advantage as their seats reserved for OBC category but there is not a vast difference between general category cutoff and OBC cutoff. As of now you are highly determined then, dont waste even a single minute of the day and keep studying for the maximum that you can.. Revise all the concepts and keep giving equal time to all the three subjects. Try to solve previous year paper so that you get a good edge over the exam and also get an experience of the exam - its pattern and the types of questions asked.

For IIT Roorkee,Fees structure is based on categories and annual income.

IN 2019-2020,fees for

General/OBC ->  278500 for a year

SC/ST   ->  78500 for a year

For students having family income less than 1lac/annum  ->  78500 /year

For students having family income between 1lac to 5 lac/annum ->14456 /year

Congratulations  for you achievement is jee-mains as well as CBSE board. As you know there is no mark weitage for you 12th marks,and your percentile is also good in jee mains. Don't worry,you will get admission in good universities . If you want to admit in IIIT,i would suggest you to wait till 3rd round,there may chances you to place in good IIIT's. M.tech in communication and signal processing at IIT indore is good. though the college is not at par with IITB, IITD, IITK etc but IIT indore is improving its quality day by day for M.tech courses. A Good GATE score is needed for Communication and signal processing at IIT indore as the course is in high demand.

Yes of course, you are eligible for admission to NITs and IITs because you have cleared the qualifying percentage in 10+2. According to National Testing Agency (NTA) you should score minimum 75% marks in 10+2 to be eligible for JEE-Main.

Note that you must have to appear for JEE-Main in order to get NITs or IIITs and should qualify JEE-Advance also to get into IITs.

Now talking about format of certificate you can get whole detail on JEE Advance website https://jeeadv.ac.in for IITs and for NIT you can visit JOSAA website https://josaa.nic.in/webinfocms/Public/View.aspx?page=73 but for income certificate there is no specific format because most states have their own format for providing income certificate but still you can check about it on JOSSA guidelines .

if you belong to SC/ST category then you can apply for admission into IIT campus like Delhi, Kanpur. IIT Guwahti for ST category. for NIT, for general category they accept score range 700-600. if you don't have  reservation category then it will be difficult to get an admission.

Considering 2019 cut off trends you ma have chances of getting seat in IIT, Kanpur.In 2019 a candidate with rank 249 belonging to OBC category secured seat in IIT, Kanpur in round 1.The cut off in round 2 and round 3 were  271 and 260 respectively.However, cut off is subjected to change it may increase or decrease slightly.
