Seat allotment is based on your rank. You have mentioned your percentile but not rank, it is difficult to answer without knowing the rank. In 2019 round 7 a candidate with SC category rank 598 secured seat in B.Arch in NIT, Patna under other state category. So if your category rank is above 598 then it is difficult to get seat but if your category rank is below 598 then you may have chances of getting seat in further rounds. But this is based on previous cut off. In 2020 the cut off changes depending on number of candidates qualified, difficulty of exam and number of seats available etc.

If we see the past year placement statistics for Ece BRanch of NIT patna, then NIT patna is known for its good placements not in just ECE  but all its branches. Approx 90% students get placed every year , and rest students choose to go for further studies. Average package offered is around 8 lacs. Dear candidate, first if all congratulations for getting scope of admission in NIT for CSE. NIT Harmirpur located in himachal pradesh is top ranked by NIRF among these all. Then NIT agartala, then raipur then Goa and then patna.

Even if you are from Bihar i would not suggest to opt for NIT patna if there are other options. You can select the college based on cutoff that the college has for CSE branch. The college who cutoff is higher is good one. NIT raipur is also one of the best college.

I would also suggest that if you want to know more scope in CSE then BIT mesra is also very good choice especially for CSE branch.
