First one has 70% of seats and the Second has 30% of seats.

Yes! You have a chance of getting seat in sastra University. But getting CSE/ECE in thanjavur is bit diificult since there will be lot of applicants applying for it. And there will be lot of students from AP who have good IPE score will be applying for it.

On the other hand, though you have a nice Board exam score, it isn't sufficient to get a seat in the core departments(CSE, ECE, IT, EEE, etc) as there are lots and lots of people getting above
