As per your rank it is quite difficult to get seat in SVU for M.tech Computer Science and Engineering. The closing ranks of SVU has been as low as 2 and the highest has been 358. The Cutoffs vary every year, the cutoff depends on some factors like: Difficulty level of the exam, Number of available seats, Total number of candidates who attempted the examination, Number of candidates who qualified the examination. Don't loose hope you can try for Counselling. But there are some other colleges that you may get at this rank you can try for these colleges. JNTU Kakinada and JNTU Anantapur the cutoffs have been under 1000 for sc category. So you can try for JNTUK or JNTUA.

You have not mentioned anywhere in which exam you got 9808 rank. Unless you tell me the name of theexam I am afriad I will not be of much help. I hope you will come back and mention the name of the exam. However if you are talking about AP EAMCET then you might get a seat.

No, you will not come under non-local category. AU region and SVU region depends on the study period for which you have studied from past 7 years till the qualifying exam. For example if you are applying for undergraduate course then if you have completed your most of the study/if you have studied from class 6 till class 12 in AU region then you will come under AU region. Similarly this is the case with SVU region if you have studied from class 6-class 12 in SVU region then you will come under SVU region. If you have studied in different parts of AP let's say from class 6-class 10 in AU region and from class 11-12 then you will come under AU region since you have studied for more period in AU region. Non-local candidates are those who does not hold the domicile of AP.
The facilities and infrastructure of this college are very good . good labs for practicals and clinics and a well-stocked library with a huge collection of books. All the classrooms are fully equipped with high class infrastructure such as Wi-Fi and digital smart rooms. In sports, every sport is available there like cricket, basketball, lawn tennis, etc.
The infrastructure of Shri Venkateshwara University is accessible, but it still needs improvement. BCA Building was very basic and had enough sitting arrangement, but no amenities such as air conditioning. Library provides a quiet study atmosphere, but more books on technology are required. The campus environment is peaceful and has enough greenery, so one can attain a smooth temper while sitting in the campus. However, stronger facilities coupled with better improvements would describe the scene ????
College Infrastructure is mainly average and looks just for show purposes. Labs lack the basic equipment; however, overall facilities should increase more to make the learning experience better. The hostel facilities are low, especially the food that makes it an uncomfortable stay. You experienced it personally for two years.
