You have not mentioned the name of the course about which you are asking this question. However for veermata jijabai institute Polytechnic courses you need to clear only  10th level board examination. The final admission to the polytechnic course is offered on the basis of merit scores achieved the students

Yes, an outside Maharashtra student can get admission into VJTI or COEP through MH-CET marks.
