With the rank you're mentioning I'm afraid you won't get into either the main campus of IPU or VIPS as their closing rank lies somewhere near 2500. But you can definitely look out for other colleges under IPU like 

• Fairfield Institute of Management and Technology 
• JIMS Engineering Management Technical campus, school of Law 
• Chander Prabhu Jain college of higher studies 
• Delhi Metropolitan Education society 
• Delhi Institute of Rural development 
• BLS Institute of Technology Management 

And other good private colleges also like ICFAI Dehradun, MS Ramaiah college of law, ICFAI Law school Hyderabad, Christ University Bangalore etc.

It is difficult for you to get a seat in Vivekananda Institute of Professional Studies 1st shift because as per last year's records, the closing rank for VIPS for outside Delhi General candidate was around 1100 rank. However, you have good chances of getting seat in VIPS 2nd Shift BBA as their last year's cutoff was around 2400 rank so you have good chances in 2nd shift program.

According to your question as you have asked that you are from outside delhi and you appeared for CLAT and also belongs from OBC category and want to get admission in IP UNIVERSITY .

So let me clear you that yes you can get admission and also it is good if you have given the cet exam of ip university as it will be easier for you to get admission there.

And you have to also visit to  the university and asked the authorities there by which it will be easy for and they sort out your queries .

The Supreme Court has recently announced its decision that going forward admission in BA/ BBA LLB and LLM courses offered at the varsity will be done through CLAT exam.

Earlier, Delhi High Court had restricted Guru Gobind Singh Indraprastha University (GGSIPU) from accepting Common Law Admission Test (CLAT) scores for 2019-20 admission to the undergraduate law courses offered by the university and affiliated institutes. The court had passed an interim on the same and also directed the university to reflect the order on its official website.

However, after the Supreme Court order GGSIPU has released a notification stating that the university will accept CLAT scores to offer admission to candidates in UG and PG level law courses offered by it and its affiliated colleges.

It may be noted that GGSIPU has also discontinued IPUCET for admission in BTech (excluding Biotechnology), MCA and MBA programmes. Admission to these courses will be done on the basis of national level exams like JEE Main , NEET and NATA . The university, however, will continue conducting the IPUCET exam for  BTech Biotechnology, BBA, BCA, BJMC, MJMC and MA English courses.

Vivekananda Institute of Professional Studies be one of the top college affiliated to GGSIPU and therefore requires a higher rank to get into it. Rank above 3k gives you a less chance to get into vips but you can still hope to  get  in . You might get some other good colleges of GGSIPU for sure.

No,  you don't have a good chance to make it to VIPS given your rank is on a little higher side.  Admissions at VIPS and may close at around 3000 Max. You can get into other colleges of IPU like ; 

1. Maharaja Agrasen Institute of Technology

2. Chander Prabhu Jain College.

If you got IITM in first round and want VIPS you should not freeze your seat after 1st round. Chances of getting VIPS totally depends upon your rank and cut-off. And chances of getting back IITM depends upon your preference list. If you want IITM back then there should be only VIPS above the IITM in preference list. If there is any other college above IITM and it's cut-off rank is more that your rank you will get a seat in that college but not in IITM back

Congratulation! Your rank in IPU CET for BCA that is 1256 is very good.

Considering the last year's cut-off , there is a tough chance for you to get admission in Vivekananda Institute of Professional Studies (VIPS), Pitampura. As the closing rank for VIPS for first shift was 565 and for second shift it was 1140 which is a little close to your rank. Cut off may increase or decrease as it depends upon the no. of candidates, difficulty examination, no. of seats. 

Is not VIPS , you should go for JIMS , Vasant Kunj

You might get into ip university in third or fourth round of counselling with this rank in CLAT as you have the benefit of being a Delhite and you must have its domicile. You have a fair chance for the admission in either of the colleges..
