As per your query i searched for the cutoffs of Andhra University and found that yes you can get a seat in Andhra Universirty but it will be very hard to find a good specialisation as per your choice. Compared to collegewise, faculty, placements jntuk and andhra university are better than vishnu college of engineering because they are universities and vishnu college is affiliated from jntuk so vishnu is a low range college compared to the other two.
When you compare both they are equal you can go with any college.
