The rest 85% remaining seats are for everyone that is local as well as non local candidates. But the allotment of seats is purely on the basis of ranking. You will get a seat in any college only if you clear the cutoff ranking of respective colleges.

As per your query i searched for the cutoffs of Andhra University and found that yes you can get a seat in Andhra Universirty but it will be very hard to find a good specialisation as per your choice. As mostly good specialisations are alloted to the ranks between 1-1000. So its even hard to predict exactly so please wait for the original cutoff of 2020.
