These two are the regions coming under local area quota . Districts of East Godavari, West Godavari, Prakasam, Krishna, Srikakulam, Guntur, Vizianagaram, and Visakhapatnam are called as Andhra University Area and shall be regarded as the local area for the Andhra University and Districts of Chittoor,Ananthapur, Kurnool, Kadapa, and Nellore shall be regarded as local area for Sri Venkateswara University for the purpose of admission. And yes you can apply for seats in SUV area too.  As an AU candidate you will be considered as a local candidate in AU region and non-local candidate in SUV area . The cutoffs will be a little higher as SUV candidates will be given priority in their area.

Congratulations! You have secured a good rank in pgecet. As you know, Andhra University is one of the  top universities. Also mechanical branch has a lot of demand and hence seats get filled very soon. Your rank is good enough to fetch you a seat in this university.
You can definitely get a seat in SIR C R R College of Engineering as the closing rank has been very high. In other colleges such as A U college of Engineering seats did not remain. But cutoffs vary every year and you have good chances of getting machine design course in your desired University.
