The admission into the Andhra University is purely based on merit. If you manage to clear the qualifying examination, you can get an admission into the college. The annual fee will be very less compared to many private colleges for MCA course. To make it into the college you need to clear ICET.

Since the closing ranks for colleges are not available anywhere so I cannot really give you any exact suggestions regarding the colleges that you can get with this rank. 

Now going with my knowledge, there is little chance for you to get a seat in AU as it is one of the most sought after universities and there will be many more candidates with better ranks waiting for the seats. Belonging to a reserved category might not be helpful too.

I would suggest you to opt for other colleges or try again in the next year.

Since the closing ranks for colleges are not available anywhere so I cannot really give you any suggestions regarding the colleges that you can get with this rank. I choose not to guess in this matter as it is a sensitive issue and beating about the bush isn't an option. 

You can try for AU but remember that it is one of the most sought after universities so you will be facing a lot of competition while taking admission.

I would suggest you to participate in the counselling properly and wait.

I would also suggest you to shortlist other colleges as backup.

Firstly I congratulate you on securing the rank of 165 in PGCET 2019 entrance exam and now before I answer your question, please see the closing ranks for both JNTU, Kakinada and Andhra University, Visakhapatnam for PGCET 2019 admissions:

Andhra University:

(All ranks are for General Category candidates for Round 1)

• CSE- 108.
• ECE- 99.
• IT- 976.
• Mechanical Engg- 352.
• Electrical and Electronics Engg- 170

JNTU, Kakinada:

• Advanced Power Systems: 3207.
• High Voltage Engg: 4991.

Thus it can be concluded from the closing ranks that you have a high possibility of getting a seat at either of the colleges for M.Tech degree course.

Your rank is good as you are saying that if you are able to get the colleges like AU and JNTUK ... in this process your category play important role if you belong to reserve category that is ST SC then there chances with you to get admission there but if you belong to general category the chances are less to get there..

In the first place I would like to congratulate you on securing 2335th rank IN AP ICET 2019 entrance exam and now to answer your question, the cutoff rank for admission into Andhra University, Visakhapatnam is usually from ranks 100 to 1000, thus it seems that you have a very low possibility of getting a seat at Andhra University however there are other several colleges where you have a high possibility of getting a seat.  These colleges are:

• Madanapalle Institute of Technology and Science, Chittoor.
• PVPSIT, Vijayawada.
• Pydah College of Engineering and Technology, Visakhapatnam.
• RGMCET, Kurnool.
• SRK Institute of Technology, Vijayawada.
• VVIT, Guntur.

As you are mentioned that you qualified Gate so yes you are eligible  to get stipend... .... but there are other group or category in which I AICTE not allowed the fellowship then they are not able to get scholarship and stipend..

The eligibility criteria for the mop-up round of counseling of APICET 2019 is the same as that for the normal course of counseling, i.e., the eligibility criteria laid out by the AP ICET eligibility guidelines.

If you have not been allotted a seat in the normal course of counseling process then you can choose to apply for the mop-up round of counseling by filling out the mop-up counseling registration form and by paying the counseling fee.

I suggest you to pursue Petroleum Engineering in JNTU Kakinada rather than Marine Engineering in Andhra University. Eventhough Andhra University is top University, the opportunities for this stream are not good enough. So petroleum Engineering in JNTU Kakinada is better. Some Core companies visit the campus as well as few IT few companies recruit Petroleum Engineering students.
