You have secured a good rank in AP EAAMCET and if we go according to the previous year cutoff then there are chances that you will surely land up in JNTU and grab a seat in CSE there

Most of the seats in AU and JNTUK are filled by GATE students so the seats left for PGCET students are very less .
The students applying through PGCET needs rank under 100 to get admission there but your rank is much more than that , so you have very less or no chance of getting a seat there.
And as far as changing your background is concerned , you can only change your background while filling the form. After you have got your rank ,you cannot change your branch or background . For more details about it ,follow the given link :

AU and JNTU are so reputed universities and most of the seats in these universities are filled by GATE students . So there is more competition between PGCET students ,which means that the students applying through PGCET must have a very good rank i.e. rank within 100 to get admission there. But your rank is much more than that , so you do not have any chances of admission by AP PGCET exam in these universities.
I advise you to go for private counselling.

You have good chances of getting admission in JNTU Hyderabad as per the previous years cutoff but this scenario might change this year.
You can check the previous years cutoff to get better idea.
Also it will also depend on the branch you choose .

Cut off is high and seats in sc quota is not at high number. You may be allowed for the counselling. Keep trying till 3rd round of counselling.
The college also has several well-maintained auditoriums and seminar halls, where guest lectures and events are regularly held. In terms of recreational facilities, the college offers a gym, sports courts, and a student activity center. While the overall infrastructure is excellent, the college could improve its parking facilities, as space can be limited during peak hours.
college has all the infrastructure, facilities and well equipped labs. campus has wifi, smart classrooms, projectors, practical knowledge labs and classrooms. living space is clean and food is hygienic also
College has some better infrastructure facilities like clean and neat campus, good buildings and classrooms etc. Even though the classrooms are yet to be improvised with modern updations like projectors. Campus in not wifi enabled
