As your rank is 13270, you have less chance of getting B.Tech ECE in IIIT Allahabad. But, yuou can get admission there for the 5 year Integrated M.Tech, ECE + Bio-Medical engg. the cutoff is around 14000.

As per the previous year cut offs :

Information Technology in IIIT,Allahabad closed at 2769 rank in 2017 and 4724 rank in 2016.

Computer Science faculty at PEC sadly sucks. I don't think you learn any technology here. 
Unless its changed since i passed out. Its purely upto the initiative of the student.

A friend of mine chose IIIT Allahabad couple of years ago. His peer group for computer science was much better.

Only IIIT H allows lateral entry admission so it is not possible to get admission in IIIT Allahabad if you want to take lateral entry admission then try IIIT H 

All IIITs take JEE mains as their criteria for admission. IIIT H additionally conducts an exam for admission to the dual degree courses.
