So, as last year's cut off was 6259 for 140 seats, the cutoff for 172 seats can be somewhere around 7000 or less. I don't think it will go beyond that, as all the students wil be aware of this increment in the seat, so more number

you need to at least have opte dfor computr science in class12th as main subject or optional

Apart from this, you need to have required score in engineering entrance test

As your rank is 13270, you have less chance of getting B.Tech ECE in IIIT Allahabad. But, yuou can get admission there for the 5 year Integrated M.Tech, ECE + Bio-Medical engg. the cutoff is around 14000.
