Yes OBC NCL is just category and quota is divided into home state and other state. 

Eligibility for being hone state at NIT and IIT is student must hav ecompleted 11th and 12th in that particular state to b e considered under Hone state quota and seats almost 50% reserved for them. Admission is on basis of all india rank for home state quota.

For admission in IIT Indore, in the Mechanical Engineering branch in 2017 the Opening rank was 3452 and the closing rank was 4771  for the general category.

Considering this you seem to have a fair chance for ME branch in IIT indore in the subsequent counselling.

In iit,indore placements are not known branch wise. But most of the students who are eligible to sit in placements are placed with average salary 16 lac. So overall you need not to worry about placement.

If you got accepted the seed by IIT in the you have to approach the college that you are accepting at and fill the remaining forms and submit the remaining documents that is required for the for the process.
