Almost all of the private colleges in 8 districts of Coastal Andhra Pradesh are affliated to JNTUK and for campus placement good IT companies visiting the campus for hiring students (both Bachelor and Master’s) .

Considering the cut off in 2020 in second phase you have chances of getting seat in the following branches in JNTU, Kalikiri under BC-E category
But cut off may vary depending on number of candidates qualified, difficulty of exams and number of seats available etc.

As far as Information Technology Branch is concerned, I would suggest you to prefer JNTU Vizianagaram over ANITS Vishakapatnam. JNTU Vizianagaram established in 2007, though being comparatively new than its other counterparts under JNTU Hyderabad, has good infrastructure, faculty and research facilities besides following a very strong curriculum under JNTU Hyderabad, and providing effective engineering education. First I'm coming the JNTUA College of engineering, kalikiri. It was established in 2013. It's a leading government college of kalikiri. Six engineering courses are on in this college. Now come to the faculty quality, it's a government college but due to review faculties are not so good. And infrastructure is very good. There are so many study places available, good and big library also available. And main thing is placement only 30% students are got placed via college in these ECE department. And highest package was 10lpa and lowest package is 3.5lpa. Avarage package was 4lpa.
Now the second choice of your is Sri Padmavati Mahila Visvavidyalayam, Tirupati. It's a woman college in Tirupati. It was established in 1983. It's also a government college. And due to research infrastructure of this college is very good. Like every time one nurse is present to concern any sick students. And library also good. Faculties are very helpful here. The highest package is 15lpa and the lowest package is 4lpa.
All details I'll give you here. So if you go girl's college then choose SPMV and if you go in co-ed college then go for JNTUA. Choice is totally yours.

Yes your friend is eligible for take admission in CSE department for Mtech. The minimum criteria to take admission in CSE Mtech is B.E/B tech in CSE/ EEE/ ECE/ IT/ electronics/ I &C/ E&I/ instrumentation or MCA. Your friend need to pass the GATE entrance examination. Then no problem will occur in admission.

Cut off changes every year depending on number of candidates qualified, difficulty of exam, number of seats available and previous year cut off. It may increase or decrease slightly. And the seat allotment depends on the order of preferences of college and branch choose by the candidate, rank in AP EAMCET, category, seat availability, local/non-local status and cut off rank. If you are not satisfied with the current seat allotment you can go for second counselling and give the highest preferences to the college and branch that you are interested in. You haven't mentioned your category assuming that you belong to general category considering the previous year cut off you have chances of getting seat in Mechanical engineering, Civil Engineering and Chemical Engineering in Sri Venkateswara University, Tirupathi.

Affliated JNTU is far better than the Autonomous one.Since when you pass out from the college the certificate will contain the name of JNTU rather than some autonomous college because JNTU college is quite a renowned one and you dont need to clarify about the college because JNTU is known for its academics and placements.

For class timing you should find out the class schedule as prescribed by the college.
As you have a valid score then you will obviously get the scholarship. There no marks requirement conditions rather than this. So you can obviously get it.

see cutoff rank change in every years, there is some determining factors like number of applicants, questions difficulty level, candidates category, choice of stream etc. however you did not mention you want to pursue mba or mca course. however for mba course in nizam college there is moderate chances. for mca course in nizam college has fair chances at this rank.
