Yes you can. If the Software Engineering Comes Under Computer Department then yes you can easily apply for that.

But, you must be having that particular GATE score to apply for. One more thing, there is no such Interview or Written Exams like in IIt's for the selection in NIT's

NIT, Rourkela accepts Common Admission Test (CAT) for admission in MBA.It does not accept MAT score.You need to appear in CAT and the admission is based on merit in CAT, group discussion, personal interview.
