official eligibility criteria states "Students should have passed the 12th class with a minimum of 75% marks or they should be in the top 20 percentile in their class 12 exam (65% for SC/ST candidates)"

There are some chances that he can enter into NIT trichy but to get admission in CSE branch of Nit trichy your score must be more than 99 percentile(CRL) . But with this score you can go for the other branches in NIT Trichy, it may be possible that in 2nd or 3rd round of counselling you can get admission into other branches .

99.89 percentile seems good percentile. I can give you rough idea about your rank under genral quota is around 26k. Under this rank you will get lot of NITs. You have a high chance of getting into top NITs. Although the cutoff for NITs is yet not released but as per the previous trends i can say yes you can get Computer science branch of Btech in NIT trichy with this score.

NIT Trichy's infrastructure is very good. The college has the latest equipment in the laboratories for the use of students. The college has a very big library, smartboards in classrooms. Hostels are very good and mess food is great.
For a college with NIRF 8 in All India Level, the infrastructure is not great. It's okay. Hostels are very poor. Library is really good. Classrooms are average, No wifi in classrooms and the wifi in hostels often have some issue
The infrastructure of the college is good. The college has many facilities. The campus has 24*7 Wi-Fi facility , classrooms with smart boards, library, computer labs, swimming pool, gym, canteen. All are well equipped and well maintained.
