Yes of course you can apply for 85% state quota of Andhra Pradesh even if you belongs to Telangana but note that you cannot apply for government quota seats in Andhra Pradesh under it's 85% state quota because government seats are reserved only for that particular state candidates and you belongs to other state so you can go for private/management seats in different medical colleges of Andhra Pradesh.

While your verification , did you verify as PHO category or Gen , if Gen and still you get PHO , then it's an error and while you join into alloted college , the issue will be taken care by the college, provided you give them all the certificates for verification again .

As OU comes under Telangana state now , and AP has got Kakatiya University  .

If you desire to get OU , you need to apply with non-local certificate in verification process for selection or else there are chances you lose the seat , also be ready with your residence certificate for plus point .
