I understand your problem, it is a big problem for you. I recommend you to call to Vit directly and ask them about the payment failure. If they declare that your money has reached there then ask them to give proof by giving you a receipt and a confirmation

Firstly congratulations that you get such a good rank.  I think that you may get Computer science and engineering in Vellore campus in 2 or 3 rd category. And in Chennai in 1 st category. You have high chances to secure good seat in both campus.
