According to the official prospectus available at http://bfuhs.ac.in/PMET20Online/Prospectus1.pdf . those Candidates who have not been allotted a seat in Round 1 can participate in Round 2 of Counselling. Those Candidates who also want to upgrade or change their allotted seat also can participate in Round 2 of State Counselling. But for that, you need to vacate your seat allotted in Round 2. With an All India Rank of 66591, you might get a better seat.

CMC Counselling is done for CMC Vellore for NEET counselling and in order to apply for the Counselling processes, the Candidate must have cleared NEET Exam and should have scored decent score in 10+2 Boards Examinations.
The college offers 100 MBBS seats through the NEET counseling process and have different reservation criteria for different categories. Here is the list for some categories-

Basically Minority network category seeks to admit sponsored Christian candidates in the college. A sponsored candidate is one that has been sponsored/selected by one of the member churches of the CMC Council to study in CMC.
CMC aims to train medical professionals to serve in various rural and mission hospitals all over the country. There are several churches that comprise the CMC Council. The member churches are allowed to select a few candidates for admission into CMC. Once cleared by the church, the candidate needs to get through the entrance exam as well as the CMC interview process. On completion of the course, the candidate is required to serve at least two years in any hospital that is managed by the church he/she is sponsored from. Apart from churches, a few mission hospital groups can also sponsor students, for eg, Emmanuel Hospital Association (EHA), The Leprosy Mission (TLM), and others. So, on completion of this students go back and run hospitals.

On such marks and category you have good chances of getting Christian Medical College, Vellore according to previous year's cut-off. As we go through previous year's cut-off then it shows that last year the lowest cut-off marks was 439 for management quota seat in Christian Medical College, Vellore under state quota for General category and the cut-off for OBC category is comparatively lower that that of General category because OBC is a reservation category..

Christian Medical College, Ludhiana offers a total of only 75 MBBS seats for students belonging to different sections of the society to study Medicine. The seats provided to different categories are different and is also divided region wise.
Some seats are reserved for candidates from PUNJAB and the other seats are reserved for the candidates from the rest of India.
The category that you are concerned with i.e. category 2B is one of the sub Categories of Category 2 of seats in CMC, Ludhiana.
Category 2 seats is FOR---- students that below to the section of Christian Minority with Service Commitment.

7) 2G - Service Commitment with CMC Ludhiana and it's service centers ( 3seats)

From your question it seems like you already got AIIMS seat through AIQ and now you are aiming to attend the TN state counselling for CMC Vellore . As per the MCC AIQ counselling rules , since you have got a seat through All India Counselling and has completed the admission procedure , you would not longer be allowed to leave it and you are not eligible for further counselling. Also , you will have to submit the original documents while attending the counselling procedure because there will be a verification process , xerox copies will not be accepted.You are lucky to have got AIIMS so I think you should think very well before leaving it as it is a most reputed medical institution in India. Take a careful decision . You can once go through the counselling rules regarding AIQ through the official MCC website .

The infrastructure is not a modern one . But yea it has got all the facilities in it. The Restrooms are kept clean all the time, very peaceful library to study or to do your research and lot of books.
Infrastructure of my college is really good. All the facilities are provided to students and teachers. Classrooms are well maintained. Each class has smart board and is fully air conditioned. We have a really big library, provides us a good environment for self studies. For sports, we have really good snd well maintained grounds. And one of the best thing about my college is hostel life. It has one of the best hostel life , which we will definitely miss after graduation.
The infrastructure is good.There are proper and sufficient equipments. All the classrooms do have proper ventilation and air-conditioning . The library has all the needed resources and is clean and hygienic. Library has separate rooms which helps improve the concentration. The food is hygienic.There are adequate sport facilities though some improvement can be done in the same. Overall,the college is well maintained.
