See if you have paid the fees for the first allotment and dont confirm the options in the second round, the first allotment stands good. However, if you dont confirm the options in the second round then you wont be considered for the second round and only the first allotment will be confirmed provided you have paid the fee during the first allotment time period.

Yes. I hope you have arranged your choices accordingly. Now since choice change option is closed, we cannot do anything. If you have put IIT Goa electrical at highe preference then you will get it. If you got rejected in first round counselling you can participate in the second round counselling as well according to your rank as if you are not get selected in the first round of counselling

 Its to mandatory to report. Its just a counselling procedure . Getting seat in 1st round means that you are eligible for counselling and if you want to take admission then you can report. If not, Dont go for it.
