According to me, you go for VJTI because it's reputed college in Maharashtra and have better placement record in terms of every branch and many good companies visits for recruitment.
you can swap your steam after 1 year if you perform well.
and also EE is a good stream and hive good future scope.

There are very low chances for you to get admission unless you are a reserved category student. Please refer to the following links to get an idea of past year cutoffs of both colleges and know your chances:

Both the colleges are equally good for CSE. You can opt for any one of this as per your convenience. Even the average packages are good in these colleges.

The facilities and infrastructure available for the course/department, such as Wi-Fi, labs, classrooms, and the library, are very Good . The quality of the facilities in the hostel, the quality of the food available in the mess and canteen, the medical facilities, and the sports and games are all very Good .
The classrooms are decent enough, with wooden benches, projector and AC's. Wi-Fi works in some classes and doesn't in others. The library is too good. It has all the books that you will ever need. It even has good Wi-Fi. You can be in the library for a whole day without feeling bored. The mess has okayish food—not that great. The canteen has better food than the mess. There's a cricket ground, a football ground and a basketball court as well, which is really good.
College has a very good infrastructure, however, the infrastructure is now old and there are efforts being put to renovate the college. Labs are a bit outdated, but the college is bringing in new facilities. The hostels are also undergoing changes and the new PG hostel has super good facilities.
