All Universities consider only class 12th marks+ entrance exam marks. If there are are any changes, they list it on their admission application page. I don't think in Anna University they consider 11th marks. Check the page, if there's no such specifications, then surely only class 12th marks are considered.

With a cut off score of 191.25 in the BC category, if your are expecting branches like CSE or ECE, it is not possible. You can get only the following courses.
  • Production engineering
  • Textile technology

With a cut off score of 161,  that too in oc category, it becomes difficult to secure a seat in any top colleges. But, the below mentioned colleges are possible
  • Dr. N. G. P. Institute of technology
  • Hindustan college of engineering and technology
  • Sri sakthi engineering college
  • Apollo engineering college
  • K. S. R. College of technology

One thing to understand is that Anna University and PSG college of technology, Coimbatore, does not provide admissions in the basis of marks scored in JEE main examination. To get admissions there, one should apply for the TNEA counseling and since you are a non resident of Tamilnadu, the applications will be available  in the official website of Anna University tentatively from the second week of June. Since these colleges remain the top ones under TNEA, they require a cut off score of 198 or above, if you belong to oc or BC category. Dear Aspirant,

For applying in Anna University ,there is no entrance test.It is completely based on 12th board marks. For admission in BE or BTech you need to apply for TNEA counselling ,then they prepare the merit list and call for offline seat allotment.For admission in ME ,MTech candidate need to qualify TANCET .And NATA exam for B.arch. In Anna University admissions through TNEA, apart from the students of TamilNadu, candidates from other states too can participate in the counseling and there are a certain number of seats reserved for those people who don't have nativity in Tamilnadu. Hi Candidate! According to my opinion Sastra college is better than Anna because the main advantage is it is a university college, and hence there are many advantages and so many privileges. But colleges under Anna University won't be having those provisions and privileges. The placements are very good compared to the affliated colleges wherein the placements are less. Also the package is high in Sastra University compared to the average salary in most of the affliated colleges of Anna University. 

So in short Sastra has better syllabus, academics, infrastructure, culture, placements, faculties facilities. So Sastra is better than Anna

With a cut off score of 134, it becomes difficult to secure a seat in any of the above mentioned colleges, when comparing the results of previous years, even if you belong to the SC category. To procure a seat there, one must have a cut off score of something which is not less than 170 in SC category to remain in the safe zone. If you have gone for a long term, then you have to rewrite the entrance examinations and apply for the counselings basing on the marks you scored in the present year. So, you will have to take TNEA this year and apply for counseling for the marks you score this year.
