Yes you can.. Though Chandigarh University conducts an Entrance exam for B.tech admission , but basically to give scholarship to students (like tuition fee waiver) .So, it's not mandatory !
But you can get direct admission in Chandigarh University in B.Tech without appearing in CUCET .
