There are merit based and need based scholarships offered at IIIT Hyderabad. According to the official website: https://www.iiit.ac.in/admissions/undergraduate/assistance/ , every student whose household income is less than 8 lakhs per annum is entitled for entire tution fee support. But there is nothing in specific for Candidates  belonging to OBC Category

• JEE Mains
• Qualified KVPY
• UGEE Entrance Exams

To be precise, IIIT-H dual degree programs are focused more on the research side, and until you produce an acceptable research paper/thesis you won't be able to complete

There isn't any separate application form to apply for IIIT, Hyderabad.Candidates qualifying in JEE Main can register in JoSAA counselling portal.The admission is done through JoSAA counselling.You can apply for JEE Main as it is reopened again and it will be available till May 24, 2020.
