it is hard to say qualifying cutoff. You have not mentioned regarding which exam you have appeared.
JNTU accepts EAMCET exam score. if you have mentioned jee mains score then there is very less possibility to get as state cutoff.
it would be better to try for government engineering college. There is high chance to get admission into top branch options considering your rank.

As your score in AP EAMCET is low, so you are not eligible to get admission in any JNTU'S because there is a high competition for the same and seats will be filled with top scorers in the exam. You can check more college of your choice on CAREERS360 portal regarding your preferred course.

It is difficult to predict the exact rank as it depends on number of candidates appeared, normalized marks, top score, category etc. You may expect your rank to be around 25,000. This is an estimated rank. In 2018 a candidate belonging to BC-B category with rank 14896 secured seat in JNTU, Pulivendula in CSE. Considering this it is difficult to get seat in this college. However, cut off is subjected to change, it may increase or decrease depending on number of seats available, difficulty of exam and number of candidates appeared.

total score = IPE score + TS eamcet score
IPE score can be calculated as (11 and 12th class m,p,c score out of 600)*25/600
