If you are talking about payed seat in jntu government college then the answer is no thete are no management quota or payed seat there.

But you can take admission in colleges which are affiliated by jntu by management quota or sponsored seat which cost around 90k / year.
You can discuss about admission from management quota in jntu affiliated private colleges.

JNTU Hyderabad is a Government State University which is NAAC A accredited university which is recognized by UGC. The courses of BTech are provided by its affiliated colleges and the admission to them are either on the basis of TS EAMCET or AP EAMCET . The main campus of JNTUH don't offers the program for BTech.

For Civil Engineering,

A rank between 1-and 1000 is really good. While a rank between 1000-2000 is considered good and a rank between 2000-3000 is considered an average rank.

You can transfer from one college to another college but they should be of same university ,and you can't transfer from one university to other and one more important thing that tranfer of college under same university is not an easy process ,a lot of problems ,round around administration office etc will have to face , contact concerned authorities of your college before doing that .

In my opinion you should go for JNTU H.

JNTUH is far better than OU, The institute offers UG & PG courses to the students. Jawaharlal Nehru Technological University Hyderabad is maintaining a good placement record every year . So, basically the placements are pretty good in this college since it comes under the government. Almost many top-notch companies visit the college (i.e.., nearly 70-80) every year to offer placements for the students. Wherever you go, the placement statistics will be in the top for branches such as IT, CSE, etc.., The lowest packages will be around 3 lakh per annum and the highest package ranges around 14 lakh per annum. The companies like Tibco, Microsoft, Wipro, Infosys and many more companies visit this college during placements at the end of the respective courses.

So in Telangana y ou can get transfer from one university affiliated institute to the same university affiliated institute. Transfer is only applicable on Medical grounds/Transfer of parents serving in the state/central government/closure of college/course in the institute. The college has good infrastructure. The classrooms are clean and spacious, with proper seating and ventilation. The library has many books and a quiet place to study. Labs are well-equipped with the necessary tools for practical work. There is Wi-Fi on campus, and computer labs are also available. The campus is green and well-maintained, with places to sit and relax. Hostels are decent, with basic facilities like clean rooms, water, and food.

College Infrastructure

It is a spacious college with good labs, library, department, medical, etc. The college provides a cricket ground, basketball, football, volleyball courts and even a separate complex for indoor games. Hostels were good and food quality was also good in both mess and canteen.
