You are telling that you got seat in Both Amrita and N.I.T Rourkela both are the good institutions according to their placement history but when compared with the Specifications of the branches as per you ECE is better when you move up with the Core Engg Background and after it VLSI Design or Embedded Systems in M.Tech and Researches etc.. When BioTechnology also plays prominent now a days as it's time for medical devices parks establishment and new Bio-Tech innovations rocking, so please go as per the Interest you have, N.I.T is a Prominent Institute both are good courses and colleges.

The JEE cut off 2020 is decided in the basis of the difficulty level of the exam,previous year cutoff trends, number of seats available at NIT Rourkela and number of candidates who appeared for the exam.Hence it is always difficult to predict the exact possibilities. Chances may also vary with the branch your choosing. Based on previous year trend the cut-off rank for CSE branch for OCB category male under other state quota was 1181 , for ECE - 1788 , mechanical - 3591, electrical - 3459 , civil -5570.Hence,you may have to get minimum above 160 for a decent branch.

Though the courses you mentioned, have so much differences, it is difficult to compare. It depends on what discipline you are ACTUALLY interested in. However, I'll highlight some key points for comparing the two institutions:

Dear student,

If you are in nit Rourkela and is not satisfied with your branch, then you gave the opportunity to change your branch.
Now, if you are in biotechnology branch then you can change your branch during the end year of your first year.
In first year exams you have to secure a good cgpa around more than 9 cgpa. After that you can apply for branch change.
If you want to change your branch to electrical or mechanical engineering then you have to secure at least more than 8.5 cgpa kn your first year exams.
And note that the option of branch change is available only one time and you have to use it well.

According to your percentile and previous year trend you can get NIT Rourkela with the branch which you want but you can get these branch with the integrated b-tech course only this answer is given on assuming that you are not eligible for state quota because you can not mention your state here. If you have state quota then their is some chances to get only b-tech course with this branch.

The cut off rank for NIT rourkela  is different for different branches.To get into CSE branch your rank should be below 5000 means you should have marks 180+.You should have rank below 35000 to get into NIT Rourkela though to get into non core branch .You can check here various branches cut-off of previous year

Both of these institutions are highly prestigious ones. However, i will tell you some basic differences among these too.

NIT Rourkela has a higher rank by NIRF when compared to NIT calicut. However, NIT calicut has a lower fees. The infrastructure of National Institute of Technology Rourkela is so beautiful as other NITs. We have all the world class facilities available in the campus all the infrastructure has some story of success

The laboratories were equipped with all necessary equipment. Each department and the library have open Wi-Fi access. The hostel provides spacious rooms that can accommodate two students. The mess facilities were somewhat manageable for students from other states. Additionally, we have access to free medical services here.

The infrastructure is very good. We have an indoor stadium, a football field, and a cricket field. Campus has Wi-Fi everywhere, classrooms have ACs and labs are also good and equipped with all instruments and machines. In hostels, the quality of food is good. Different types of food options are available for North Indians and South Indians. The college has a medical center with a doctor available 24 hours a day. Sports facilities are also available at college.
