According to your selection you are probably got the seat from Home State quota.And if we take back a look at previous year data there is a increase of rank 1000 in round 1 means it will surely be carry forward.Hence if we consider previous year last round cutoffs the closing rank in NIT Rourkela for CSE student is 3000 but it will increase to 4000 as per predicted above but still there is no chance of you to get the admission in CSE in further round .

Mechanical Engineering is the best branch at NIT Rourkela in terms of placements, and Faculty.
Computer Science and Engineering can be the second branch in terms of placements though the teaching standards is not so good.But the research facilities are very good.
Electrical and Electronics Engineering have good professors and has a high teaching standard but the placement is not so good.

I think NIT Allahabad will be a better option for btech in Electrical engineering .as, recent studies show that median salary at nit allahabad is around 8 lakhs pa as compared to nit Rourkela (6.5 lpa). Also, according to student reviews, 4.5 rating has been given to NIT allahabad and 4.2 to NIT Rourkela.

Chemical Engineering at NIT Rourkela would be a better choice since it is a higher ranked university. However, when it comes to course mechanical engineering is a better option It would be advisable to fix the course before the university. Since both of them are NITs they are of the top institutions in the country. You can consider the following factors before choosing it.
Infrastructure and college life:
NIT Rourkela has a good infrastructure with well equipped labs and classrooms. Hostels are pretty decent and nice environment is always maintained. You can see that the campus life is going to be really well. College life is good with the right kind of atmosphere given to the students who come from different places.
Fa culty and quality of education:
All the faculties are qualified and experienced over here. And education, curriculum is made in such a way that students are made to acquire more hands on knowledge than just the theory. It is not just the books and classes. Focuses more on practical knowledge than the theoretical one. Education quality and the way guidance is given is really good.
Placements:
Placements are good as good companies visit this college. students gets placed and opportunities of internship is provided to the students from companies.

According to the latest NIRF ranking,
NIT rourkela has better score and rank than Nit Calicut. As NIRF ranking is based on various factors like placements, academics, infrastructure.So you can get idea from it. But it does not mean that Nit Calicut is lower,NIRF ranking changes every year and according to me both are at the same place in terms of better college.Now it's totally depends on you that which college attracts you in terms of your preference like distance from your home,campus, placement etc.
Both are the one of best Nits in India and you are lucky that you are getting seat in any of the above Nits. Both are equally good you can choose any of them according to your preference.

The infrastructure of National Institute of Technology Rourkela is so beautiful as other NITs. We have all the world class facilities available in the campus all the infrastructure has some story of success
The laboratories were equipped with all necessary equipment. Each department and the library have open Wi-Fi access. The hostel provides spacious rooms that can accommodate two students. The mess facilities were somewhat manageable for students from other states. Additionally, we have access to free medical services here.
The infrastructure is very good. We have an indoor stadium, a football field, and a cricket field. Campus has Wi-Fi everywhere, classrooms have ACs and labs are also good and equipped with all instruments and machines. In hostels, the quality of food is good. Different types of food options are available for North Indians and South Indians. The college has a medical center with a doctor available 24 hours a day. Sports facilities are also available at college.
